Representatives Propose Law to Ban Sale of Pets in Connecticut

New York state already enacted a law that bans the sale of dogs, cats, and rabbits in pet stores, and now a similar law has been proposed in Connecticut.

The Proposal


Representative Amy Morrin Bello and Representative Gary A. Turco have introduced a bill that would prohibit the “selling, leasing, auctioning, bartering or otherwise transferring ownership of dogs, cats and rabbits” by retail pet stores.


Instead, pet stores would be able to work with third parties that have dogs, cats, and rabbits available for adoption, and they could then showcase those animals in their stores.


People would still be able to purchase from licensed breeders, and they would also be able to adopt pets from shelters.


The Reason for the Proposal


The goal is simple: protect animals and the people who want to bring home a new pet. Representative Morrin Bello has personally experienced the problems that can come with buying pets who come from unethical breeders. She said she purchased a dog from a pet store years ago, and the dog had been bred in Ohio and experienced serious health issues. So, she aims to make Connecticut another state that can create beneficial changes for pets and pet parents.


With the right law in place, pet stores would no longer be able to get and sell animals from inhumane breeders who don’t properly care for their dogs, cats, and rabbits—and unhealthy pets would no longer be sold to the unsuspecting customers of those pet stores.  


Another area of concern: with a ban already in place in New York, some pet stores may opt to move to Connecticut, simply changing where they operate to continue selling dogs, cats, and rabbits. If other nearby states pass their own bans and Connecticut continues to allow the sale of those animals, even more retailers may end up moving there over time.  


Some people agree with this type of ban, while others do not. Pet store owners may be against it, but there’s a petition from animal advocates who want it passed. Only time will tell whether this proposal will become law.
