New York State Bans Sale of Dogs, Cats, and Rabbits

Starting on December 15, 2024, retail pet stores will no longer be able to sell dogs, cats, and rabbits in the state of New York. Any stores that continue to sell the animals will be doing so illegally, and will be charged a penalty of up to $1,000 for each violation.

The Reason for the Ban and the Changes It Will Bring


This new law, known as the Puppy Mill Pipeline Act, was passed in 2022 in an effort to stop the sale of animals from unethical breeders and puppy mills that abuse their animals and cause them to become ill, leading to financial hardship and heartache for the pet parents who purchase them. It prohibits pet stores from leasing, selling, or transferring ownership of cats, dogs, and rabbits.  


The ban is aimed at protecting both consumers and animals sold as pets. As an example, in 2021, a pet store on Long Island called Shake A Paw was sued, and ultimately had to pay $300,000 in restitution to customers who purchased sick puppies from them.  


Pet stores were given two years to change the way they operate so that they would be in compliance with the law by the time it takes effect this year. Rather than selling animals, a pet store can instead charge a rental fee to a registered nonprofit rescue that will then showcase their adoptable pets in the store.


Consider Adopting, Not Shopping


Any New Yorker who wants to bring a new dog, cat, or rabbit into their family can still purchase from a licensed breeder. Be sure to do your research into a breeder to learn about their practices, and be certain that you are buying from someone who truly cares about their animals and takes steps to ensure their health and well-being.


As another option, you can turn to one of the many animal rescues and shelters that have a variety of pets available for adoption, including purebreds.
