Have you ever wondered how adoption rates differ between states in the United States? Maybe you’re curious about which states have the highest and lowest adoption rates? These are valid questions, especially since so many shelters are at capacity and desperate to find homes for all of their homeless pets.

Your Service Animal got to work on getting answers on this very topic. They analyzed data from thousands of rescues and shelters to figure out every U.S. state’s shelter population per 1,000 residents and pet adoption rate in 2024. With their calculations, they were able to see how all 50 states performed in terms of pet adoption.

Pennsylvania Was the Leader in Pet Adoptions

Pennsylvania came out on top as the leader in pet adoptions in the U.S., with an 86.61% pet adoption rate and an 89.79 pet adoption rate score.

On the other hand, Alaska came in last with a 56.20% pet adoption rate and a 39.61 pet adoption rate score.

According to Nick Jordan, who is the founder of Your Service Animal, this means a dog in a shelter in Pennsylvania has a much better chance of finding a home than they would if they were in a shelter in Alaska.

States with the Best and Worst Adoption Rates

Other states that ranked in the top 10 in terms of pet adoption rates were:

  • New Jersey
  • New York
  • Texas
  • Ohio
  • Virginia
  • Tennessee
  • Massachusetts
  • Rhode Island
  • Nevada

The other nine states with the lowest adoption rates were:

  • Alabama
  • Wyoming
  • Arkansas
  • Colorado
  • Iowa
  • Georgia
  • California
  • Kansas
  • Connecticut

You Can Make a Big Difference Through Pet Adoption

Whether your state ranks high, low, or somewhere in the middle when it comes to pet adoption rates, you can make a difference by bringing home an animal in need. There’s a lot to consider before adding a pet to your family, but if you’re ready and you can do it, it’s a surefire way to have a positive impact on the lives of animals. And if you want and are able to do so, you can even consider adopting from one of the lower ranking states to help them increase their adoption numbers.
